Who are they?<\/p>\n<p>Well, they are employers of municpality and their main task is to collect parking fees from the drivers.<\/div>\n<p><\/p>\n<div align=\"left\">The procedure is simple, first they take a picture of the parking ticket expiration time which can be found behind the front window:<\/div>\n<p><\/p>\n<div align=\"center\"><a target=\"_blank\" href=\"http:\/\/followtheroad.com\/photos\/2007\/2007_ecuador\/cuenca\/misc\/parking\/IMG_6516.JPG\"><img decoding=\"async\" border=\"1\" alt=\"\" src=\"http:\/\/followtheroad.com\/thumb\/thumb.php?src=..\/photos\/2007\/2007_ecuador\/cuenca\/misc\/parking\/IMG_6516.JPG&amp;w=250\"><\/a><\/div>\n<div align=\"left\">If the ticket is not present or expired &#8211; the fee collector prepares a ticket for the fine and additionaly takes another shot with the camera and records the licence plates of the car.
